Between March 2022 and December 2022, five (5) Committee Meetings were held: which were on 14-May-2022, 6-Aug-2022, 24-Sep-2022, 17-Dec-2022 and 31-Dec-2022, hence fulfilling the number of mandated Committee meetings per year.

  1. UPDATE ON ISSUES CONCERNING SECURITY AND MAINTENANCE OF GITA BAYU IN 2022/23

In 2022/23, the Committee continued to have regular engagements with YSH/GBPS to discuss issues of service charge, maintenance, security, and other matters required to maintain the wellness of our environment.

Below is a summary of the more important issues discussed, changes and upgrades within Gita Bayu in 2022/23 as a result of close working relationship and cooperation between the Committee and GBPS/YSH.

  1. New updates since the last Committee report was the issue regarding the Main Guardhouse Station. GBRA’s application for Gated & Guarded Scheme was approved by MPKj on 2nd November 2022. In accordance with MPKj regulations with respect to responsibilities to operate gated & guarded communities, YSH has handed over the responsibilities of the Main Guardhouse Station to the GBRA to continue all aspects of security and cleanliness of the Main Guardhouse Station which will be operationally managed on GBRA’s behalf by Gita Bayu Property Services Sdn Bhd. The guardhouse structure is built on land owned by YSH and permission to operate on this land has been approved by YSH.

Temporary Occupation License (TOL) for Gate 2 (Contractor’s Entrance) was also approved by the Hulu Langat District Land Office on 7th December 2022 and has been renewed until 31st December 2023.

  • More patrolling by security guards was done to crack down on construction workers who have been found loitering and utilizing unoccupied houses during their break times.
  • Security personnel have continued to warn residents and contractors found speeding in GB despite the new road signs installed.
  • A Steering Committee was setup and has played an active role in highlighting issues related to the upkeep and maintenance of common areas and common facilities to the attention of GBPS. Fortnightly meetings are held with GBPS management team, with a checklist for improvements to the Clubhouse, Clubhouse Restaurant, and general upkeep in and around GB.
  • Wooden road signs and location signs have been revarnished and repainted.
  • Missing and rotten timber at the Main Lake decking have been replaced.
  • Painting for 1 wakaf is completed.
  • Walking paths and surroundings at Lake Dugong were cleared of fallen trees and overgrown shrubs to ensure the area remains clean and safe.
  • The basketball court backboard has been repaired and the netting changed. Back netting has also been repaired.
  • Improvement of landscaping and maintenance at clubhouse toilet and guardhouse areas are still ongoing.
  • Steering committee had several meetings with the restaurant operator and Mr Edwin Gomez to attempt to improve menu, reduce corkage charge and to start Sunday brunch and Friday happy hour. Unfortunately, the operator has not taken steps to improve offer to residents.
  • Steering committee has started to work with the new Landscape Supervisor, Encik Amirul to improve some common areas.
  • Concerns by GBOA regarding trees in the bungalow areas being more susceptible to failure due to stronger winds compared to other parts of GB were taken into consideration as the GBRA Tree & Landscape Subcommittee (GBRA-TLC) continued to work together with GBPS Tree Consultant and an independent arborist on the maintenance of trees within GB.

Safety and risk assessment for 50 trees deemed critical were evaluated on Jalan Bayu 5, Jalan Bayu 2, and around Lake Dugong in September 2022. 50 trees along Jalan Bayu 8 and Jalan Bayu 2A were evaluated in early 2022. GBPS Tree Consultant then mitigated any potential dangers posed by the trees based on the arborist’s reports.

GBRA-TLC does not decide on which trees to cut/prune, or how trees should be cut/pruned. It is the policy of the GBRA-TLC that these decisions are made by a trained and certified arborist, who is hired for this purpose. GBPS would then act based on the recommendations of the arborist. The main role of the GBRA-TLC is to ensure that a proper tree management process (SOP) exists, and that the process is adhered to. The importance of having an arborist involved is for liability reasons, in case an insurance claim has to be filed.

All residents are encouraged to inform GBPS of trees they are concerned about so that it can be addressed by GBPS in accordance with the SOP for tree pruning which includes evaluation by an arborist. This has been highlighted to GBPS, where they should take note of any concerns about trees raised by residents.

  1. New Resident’s Welcome and Induction procedures has been drafted and will be posted onto GBRA website. The purpose of this is to smoothen the process of residents moving-in and moving-out of GB. This was proposed in hopes to familiarize new residents to the rules and regulations for bungalows and strata developments and foster continued harmonious living in GB.
  2. A dog park was proposed to provide an area where dogs can exercise and run freely while their owners can socialize. The location and viability of a dog park in GB is being discussed and will require residents to clear their pet’s droppings, which is still an issue on public roads and paths.
  3. Road repairs on Jalan Bayu 5 has been completed with the use of sinking fund.
  4. A new speed hump on Jalan Bayu 6 has been completed with the use of maintenance fund.
  5. Perimeter wall repair at TV was completed in 2022. However, the perimeter wall repair beside the bungalows is still pending approval from the neighboring community, Bayu Parkville Townhouses. GBPS/YSH is still in negotiations with them for this repair with a target for completion within 2023.
  6. Landslide at The Peak (Jalan Bayu 3) has been inspected and the broken retaining wall has been repaired at the cost of the developer.
  7. GBRA has been liaising with Air Selangor for access to another source of water supply due to the frequent water disruptions affecting GB. Air Selangor responded in November 2022 that they are still investigating an alternative water source for our area without disrupting the current water supply system.
